英文名称 African Economic Growth, Environment and Sustainable Development:  A China-Africa Perspective
先修课程 Students are required to keep up the readings and engage in active class discussions. Attendance is mandatory. Written assignments include an in-class midterm project (consisting of group working and presentation), one short essay of approximately 4 pages, and a term paper of about 12 pages based on library research that takes a comparative approach. The midterm project constitutes 50% of your overall grade, the short essay 20%, a group oral presentation (15%) and individual performance in class discussions 10%, and the remaining 5% based on class attendance.
中文简介 目前,非洲正经历高速的城市化进程。在过去二三十年间,非洲的大中小城市都发展极快。非洲城市化的动力何在、有哪些特点、未来会怎样?本课程将从比较的视角,从理论和实践两个方面对这些问题进行全面的分析。
非洲城市的一个重要特色是:传统农业经济向现代城市经济的过渡从根本上改变了非洲的社会生活。但是,城乡之间仍然保持着密切的联系,不了解这种关系就不能正确理解当代非洲。其次,快速发展的非洲城市不仅有许多正式的经济活动,还存在大量非正式的经济活动,从而满足了城市不同人群的生活需要。随着全球化进程的推进,非洲城市也积极参与其中。本课程将专门从中国与非洲城市化的视角讨论非洲与全球之间的各种关系。由于政府管理能力的差异,非洲城市的日常管理也存在很多问题和挑战。各级政府的城市管理各有特色,这些不同层次的管理机构与市民需求之间的互动很值得我们去探讨。非洲城市扩张迅速,也给城市规划和管理带来了很大的挑战,政府如何规范这种发展、并提供相应的基础设施和社会保障?这些都值得我们去关注和分析。此外,本课程还将关注三个专题:城市交通、城市创新、矿业与城市化。
最后,本课程还立足联合国的可持续发展议程、非盟的2063年愿景,来讨论非洲的城市发展;以及中国和其他金砖国家城市发展的异同。
英文简介 Presently Africa is searching for a new path of sustainable urbanization for the next 50 years with its own characteristics. The course aims to provide a rich theoretical and analytical environment for students to engage with the dynamic and multi faceted nature of African cities. Some of the key themes are briefly described below to give a sense of what the course will cover.The transition from a primarily agrarian to an urban-based modern economy has happened over a generation and has fundamentally changed the nature of social life and livelihood on the continent. However, strong linkages remain between cities and rural areas, and Africa cannot be properly understood without an understanding of the intersection between the rural and the urban. African cities are becoming increasingly globalised and it is a mistake to perceive cities in Africa as still being globally isolated. It is necessary to understand Africa in relation to the world in terms of, inter alia, global investment flows, trade flows, migration flows, and the flows of ideas, including urban policies. The course explores the relationship between Africa and the world, with a particular focus on the intersection between China and Africa, and specific impacts that China is having on urban development across Africa. Many African cities are severely affected by deficiencies in urban governance. Understanding the nature of urban governance across the many different contexts in Africa is an important part of the course. In some countries, for example, governance is highly centralized with very little attention to, or resourcing of, local government.
The course will explore these spatial changes but also planning policies in relation to spatial change. It will show how African cities are being remade through a combination of informal and formal investment, and in response to both the rise of the new Africa middle class and the agency of the urban poor. The course will focus specifically on policies to ensure adequate housing and provide urban infrastructure. In addition to these overarching themes, the course will engage with three specialist topics. The first is “urban transportation”. Many African cities are struggling to deal with urban mobility. While some cities have seen an improvement in formal urban transportation systems, many cities are services mainly by informal or hybrid formal-informal paratransit systems (e.g. the matatus of Nairobi and the minibus taxis of South Africa).
The course will investigate the nature of these paratransit systems showing how that could be meaningfully incorporated into mainstream transport systems. The second is “urban innovation”. While there are numerous governance challenges in Africa, there are many examples of bottom-up innovations that are improving the lives of African people. Finally, there is the theme of “mining and urbanization”. The extractive economy in Africa has become increasingly significant in driving urban development, posing multiple challenges such as the long term sustainability of the mining industry, and the effects of fluctuating commodity cycles on urban development.
Finally, the course will consider Africa’s urban development in relation to the Sustainable Development Goals, the New Urban Agenda launched at Habitat III in October 2016 and the African Union’s Vision 2063.
Throughout the course will reflect both theoretically and practically. It will retain a comparative perspective with urban development in China and other BRICS countries to ensure a relevance beyond Africa studies.

Lectures (also by guest lecturers such as Chinese involved in China-Africa shared development, learning orientation), self-study in the form of participatory learning, including preparation and discussion of assignments, audio-visual presentations and study visits (if possible).
The course will be assessed by an open book exam. The students will be asked to answer on question dealing with on sub-theme of the course and hand in their assignments one week after the end of the course.
