中文简介 某个发展项目或某项政策的实施通常是为了带来结果的改变,例如增收、扶贫、改善人们的教育或者健康状况。究竟项目或政策是否达成其预期目标?例如,电脑辅助学习对学生的学业表现有没有影响?健康教育是否改善儿童的健康状况?有条件的现金转移支付是否提高孕产妇对妇幼保健服务的采用率从而改善孕产妇本人和婴幼儿的健康状况?教师培训是否提高教师的教学能力和专业水平从而改善学生的学业表现?这些正是影响评估回答的问题。近年来影响评估已然成为发展类项目或政策设计和执行的重要部分,广泛用于经济研究、政府决策、项目管理、管理咨询等。影响评估评什么?为什么要开展影响评估?如何开展影响评估?如何实施影响评估?本课程将首先介绍影响评估的基本概念和方法。在此基础上,基于授课教师十多年来跟各级政府机构、国内外高校和科研机构、发展机构和非政府组织等联合开展和实施影响评估的实践经验,运用实际案例,通过“干中学”的方式,介绍影响评估的方法及其应用。重点介绍随机干预试验(RCT)、倍差(DID)、匹配(PSM)、断点回归设计(RDD)等评估方法。最后本课程还将简要介绍如何实施影响评估。
英文简介 Development programs and policies are typically designed to change outcomes, for example, to raise incomes, to alleviate poverty, to improve learning, or to improve health. Whether or not these changes are actually achieved is a crucial public policy question. For example, did computer assisted learning raise test scores among students? Did conditional cash transfer improve the uptake of maternal and child healthcare services and the health outcomes among the mothers and the babies? Did teacher training improve the teaching ability and professional capabilities among the teachers? To answer these questions, we need to conduct impact evaluations. In recent years, there has been a trend among program managers and policy makers to shift their focus from controlling and measuring the inputs and immediate outputs of a program to assessing whether programs have achieved their intended goals of improving well-being. With that trend, impact evaluations has become widely used in the fields of research, policy making, program management, etc.. What and why to evaluate? How to evaluate? How to implement an impact evaluation? This course will introduce a core set of impact evaluation tools—the concepts and methods that underpin any impact evaluation—and discuss their application to real-world development operations. Material will be drawn directly from applied research and experiences that the instructor and her collaborators have undertaken around China. However, examples from and applications to outside of China will be used whenever possible and appropriate. The course will be divided into three parts. The first part with introduce the basic concepts of impact evaluation. The second part of the course will cover impact evaluation methods important for understanding modern research in impact evaluations, such as randomized controlled trial, differences in differences, propensity score matching, and regression discontinuity design, etc.. In doing so, we will take a learning by doing/practicing approach. The last part will introduce how to implement an impact evaluation.

教学大纲 本课程介绍影响评估的核心概念、方法以及在发展中的实践和应用,目的是传授给学生基本的影响评估的理论和方法,基于授课教师十多年来开展和实施影响评估的实践经验,运用实际案例,通过“干中学”的方式,让学生通过学习对影响评估有更为清楚客观的认识,掌握影响评估的方法,培养学生运用影响评估的理论与方法解读、分析和实施影响评估的能力。

本课程以课堂讲授和练习为主(约占70%),包括文献阅读(约占10%)和讨论(约占20%)。
期末就本课程整体或某些章节写一篇1000-5000字的课程论文,格式不限。
